Broadcasting Fee Exemption

The broadcasting fee is perhaps Germany's most disliked levy - and one of the most misunderstood. It is tied to the home, not the device: whether you watch TV or not is irrelevant, you pay per household. What many do not know: there are clear statutory grounds for exemption or reduction. This tool walks you through the requirements instead of leaving you alone with the fine print of the Broadcasting Fee State Treaty.

The fee is currently 18.36 euros a month, or 55.08 euros a quarter. For a full exemption you must belong to one of the groups named in the treaty. These include recipients of Bürgergeld, social assistance, basic old-age security, BAföG with accommodation away from home, certain benefits under the Asylum Seekers Benefits Act, and further social benefits. The tool asks about your situation and tells you whether an exemption is on the table.

Alongside full exemption there is reduction. People with the RF disability mark on their severely-disabled pass pay a reduced fee of one third. The tool checks this too, because the RF mark has its own requirements and is easily confused with other marks.

An often-overlooked route is the hardship case. Anyone who narrowly misses a social benefit because their income slightly exceeds the threshold may still be exempted under certain conditions - the so-called special hardship case. The tool flags this option so you do not give up just because you missed a benefit decision by a few euros.

The application goes through the Beitragsservice of ARD, ZDF, and Deutschlandradio. You need your contribution number and proof, such as the decision on your social benefit. The tool helps you assemble the application correctly and reminds you that the exemption usually applies from the point the requirements are met, often with limited retroactivity. If an application is rejected despite the requirements being met, that is not the end. You can object to the Beitragsservice decision. The tool puts in context when that is worthwhile. Your entries serve only the check and the application and are not reused for advertising.
