A look inside

What Public Sector Pay Calculator does
In the German public sector your pay is not a fixed number in your contract but follows from the collective agreement. Staff of cities, municipalities and districts fall under the TVöD for municipal employers (VKA), federal authorities under the TVöD Bund and the federal states under the TV-L. On top come separate tables for social and education services (S table) and for nursing in municipal hospitals and care homes (P table). The calculator knows all five and tells you in plain words which one is probably yours.
The amount depends on two things: your pay group, which rates your job, and your experience step from 1 to 6. Both are on your payslip, usually as "E 9b, Stufe 3" or similar. In the calculator you pick exactly that and the monthly gross for a full-time position appears. Steps that do not exist in your group, such as step 1 in pay group 1 or in P 7, are greyed out.
The tables change with every pay round, and the calculator always uses the table valid in the chosen month. For the TVöD that is the table from 1 April 2025 and the table raised by 2.8 percent from 1 May 2026; the agreement runs until 31 March 2027. For the TV-L the table from 1 February 2025 applies, then after the deal of 14 February 2026 plus 2.8 percent, at least 100 euros, from 1 April 2026, plus 2.0 percent from 1 March 2027 and plus 1.0 percent from 1 January 2028. Under every result you see from when the table applies and how current the values are. We checked every value against a second source or the agreed raise.
If you work part time, enter your weekly hours and the hours of a full-time position, and the calculator reduces the table pay pro rata. Allowances such as care, shift or legacy child allowances can be added as an amount. The annual bonus, often still called Christmas money, uses the rate of your group: for municipal TVöD from 2026 a flat 85 percent, 90 percent for the lower groups in hospitals and care facilities, 95, 90 or 75 percent at federal level and between 87.43 and 32.53 percent under the TV-L. From that the calculator builds your yearly gross, month by month with the table valid at the time.
For net pay the calculator uses the same engine as our gross-net calculator: wage tax by tax class, solidarity surcharge, church tax, pension, health, long-term care and unemployment insurance. It adds what is typical for the public sector: your share of the public pension fund, 1.81 percent at the VBL in the West and 4.25 percent in the East. The annual bonus is taxed as a one-off payment, just like in real life. Everything runs right in your browser; none of your inputs leaves your device.
Finally the calculator looks ahead: enter since when you have been in your step and you see when the next one is due at the regular pace and how much more you get then. One click puts the date into the deadline tracker, so you check your payslip on that day. All amounts are guide values from the published tables. Your payslip is binding, and HR and the staff council help with questions about your grouping. The tool is no substitute for legal advice.

Who needs this
Frequently asked questions
Where do I find my pay group and step?
On your payslip, usually at the top with your master data, for example "EG 9b / Stufe 3". When you are newly hired, the group is in your contract and the step in the letter from HR.
Which tables and dates does the calculator use?
TVöD municipalities, federal, social services and nursing from 1 April 2025 and from 1 May 2026, TV-L from 1 February 2025, 1 April 2026, 1 March 2027 and 1 January 2028. The table date is shown under every result. After the TVöD term ends on 31 March 2027 the last table keeps applying until a new deal is reached.
How high is the annual bonus?
For municipal TVöD from 2026 a flat 85 percent, in hospitals and care facilities 90 percent for groups 1 to 8 and P 5 to P 8. For TVöD federal 95 percent (E 1 to E 8), 90 percent (E 9a to E 12) and 75 percent (E 13 to E 15). Under the TV-L between 87.43 and 32.53 percent depending on the group. The basis is the average pay of July to September, paid with the November salary.
When do I reach the next step?
At the regular pace after one year in step 1, two years in step 2, three in step 3, four in step 4 and five in step 5. In pay group 1 it is four years each, in P 7 and P 8 three years in step 2. From step 3 performance can change the pace, and periods without pay can extend it.
Why does the net pay differ from my payslip?
The calculator assumes statutory health insurance, an unchanged step and the standard pension fund rates. Tax allowances, night or weekend premiums, capital-forming benefits or a municipal pension fund with its own rate change the result. It stays a guide value.
Is my data sent anywhere?
No. Tables and tax calculation run in your browser. Only if you actively add the step date to the deadline tracker is that date stored in your account.
Does the calculator replace the answer from HR?
No. It helps you understand your payslip and ask the right questions. Your payslip and your employer's decision are binding; in a dispute the staff council, a union or a lawyer can help. Claims lapse after six months unless you assert them in writing (§ 37 TVöD, § 37 TV-L).
