What Pay Slip Tax Certificate Analyzer does
Once a year the wage tax certificate lands in your mailbox - the official document under Section 41b that your employer transmits to the tax office and hands to you. It carries over 40 numbered lines with cryptic labels like gross wages incl. benefits in kind or employee share of total social insurance. For your tax return you need to know what each figure means and which field it belongs in. That is exactly what the analyzer does for you.

The context hints are especially valuable. Line 12, the withheld wage tax, is the most important value for your refund - it is the tax you reclaim if you overpaid. Line 13, the solidarity surcharge, is zero for most employees since 2021; if there is an amount, you earn above average. Line 14 shows your church tax (8 or 9 percent of wage tax), which is deductible again as a special expense. The analyzer reveals such little aha moments at every line.
The tricky cases are explained too: short-time work allowance in line 15 is tax-free but subject to the progression proviso and triggers a mandatory filing - so you have to file a return. Compensation and multi-year payments in line 7 can be taxed more favourably under the fifth rule (Section 34). Such connections are easy to miss when you just copy numbers.

What is the wage tax certificate?
It is the official annual document under Section 41b that your employer produces, transmits to the tax office and hands to you. It shows your gross wage, withheld wage tax, surcharge, church tax and your social insurance contributions - the basis for your income tax return.
Which line matters most for my refund?
Line 12, the withheld wage tax. That is the income tax your employer has already paid to the tax office. If your actual tax turns out lower - through work expenses or special expenses, say - you get the difference refunded. Line 3 (gross wage) is the basis for the calculation.
Why is there no solidarity surcharge for me?
Since 2021 around 90 percent of employees no longer pay the surcharge because the exemption threshold was raised significantly. So a zero in line 13 is normal. If there is an amount, you are above the threshold - then you earn above average.
Do I have to file with short-time work allowance?
Yes. Short-time work allowance (line 15) is tax-free but subject to the progression proviso and raises your personal tax rate on the rest of your income. Above certain amounts it triggers a mandatory filing - so you have to file a return. The analyzer points this out.
Does the analyzer replace the tax return?
No. It explains and checks your wage tax certificate so you transfer the values correctly into ELSTER or your tax software. You file the actual return yourself. The analyzer is not tax advice but an understanding and control aid.
