The Maximum volume mode works dynamically and specifically raises quiet passages. That is the right choice when a recording is too quiet overall or has big loudness differences - for example a voice recording where the speaker was sometimes closer and sometimes further from the microphone. Quiet passages become audible without loud spots clipping unpleasantly.
Normalization runs server-side with a professional audio tool that analyses the loudness and calculates the right level. That is more precise than simply turning it up, because it goes by perceived loudness, not just the raw peak level. Files up to 100 MB are processed, and the result is an MP3 file you can play everywhere.
