The German School System — Understanding Primary to Abitur
The German school system is a state matter: 16 federal states, 16 slightly different systems. Education is governed by Art. 7 of the Basic Law (Grundgesetz, state supervision of schools) and respective state school laws. For immigrant parents, this is confusing — our School System Decoder makes it understandable.
Compulsory Schooling
Germany has compulsory education (9–10 years full-time + 2–3 years vocational school obligation depending on state). It begins with enrollment (Einschulung, typically at age 6 by August 1). Compulsory schooling also applies to children of asylum seekers — depending on the state, starting from assignment to a municipality (3–6 months after arrival).
School Levels
- Grundschule (grades 1–4, in Berlin/Brandenburg 1–6):Common school for all children. Core skills: reading, writing, arithmetic, general studies. Transition recommendation at the end for secondary school.
- Hauptschule (grades 5–9/10): Practically oriented. Certificate: Hauptschulabschluss (after grade 9) or extended Hauptschulabschluss (after grade 10). Being replaced by Mittelschule or Oberschule in many states.
- Realschule (grades 5–10): Broad general education. Certificate: Mittlerer Schulabschluss (intermediate school certificate). Enables vocational training or transfer to Gymnasium.
- Gymnasium (grades 5–12/13): Academically oriented. Certificate: Allgemeine Hochschulreife (Abitur). Qualifies for studies at any German university.
- Gesamtschule/Gemeinschaftsschule: Combines all school types under one roof. All certificates possible.
Vocational Training System
The dual training system (vocational school + company) is a uniquely German feature: over 320 recognized training occupations, duration 2–3.5 years, average training salary in year 1: EUR 1,066 gross/month (2026). Regulated by the Vocational Training Act (BBiG) and the Crafts Code (HwO).
School Enrollment for Newcomers
- Welcome classes (Willkommensklassen): Special classes for children without German skills. Duration: 6–24 months, then transfer to regular class.
- Responsibility: Registration at the municipal school authority or directly at the preferred school. For asylum seekers: assignment by the school authority.
- Documents: Birth certificate, vaccination record (measles vaccination mandatory under § 20 IfSG!), previous school reports (if available), registration certificate.
Differences by State
Bavaria has a strictly structured system (Gymnasium, Realschule, Mittelschule). Berlin and Hamburg use two-pillar models (Gymnasium + Stadtteilschule/Gemeinschaftsschule). Promotion rules, exam formats, and school holidays vary considerably.
